Relationship Builder Upgrade Only Affected One Pipeline Mid-Season

I unlocked the Program Builder Skill Tree in College Football 26 Dynasty Mode. In there, the Relationship Builder Invest perk says it upgrades your two best pipeline tiers (Mine being Tier1 and Tier2 for UTEP). I did the upgrade mid-season, but it only ended up upgrading Tier2 to Tier3 and my Tier1 pipeline never upgraded. My Pipeline tiers for prospects are either a Tier3 or a Tier1. This is incredibly concerning considering pipeline tiers are so important during recruiting. This is all on a PS5.
