Mouse and Keyboard tooltips overriding Xbox controller tooltips

Using PC, every time I use the controller to navigate menus or attempt to play Road To Glory, the game overrides the controller tooltips (including passing icons) with the keyboard prompts. No changes I make in the menus work. There are no options in my profile or in the RTG menus to select only my controller as the device of choice, only in Play Now can I force the keyboard to NOT be a valid input.

Even with my keyboard unplugged, these tooltip overrides are still coming through. I cannot directly play any game mode that isn't Play Now without the keyboard tooltips overriding everything.
