Refund on Duplicate PC Purchase?

I errantly purchased EA CFB27 for PC through EA.com while logged into an old EA account I do not use. After realizing my mistake, I purchased from the EA PC app under my active EA account and that has been fine. I have been trying to find a support channel to request a refund for my duplicate purchase but have hit deadends every where I look. It says not eligible for refund (despite me not having downloaded the copy I wish to refund), and when attempting to contact a support representative the page indicates that topic is not supported and to try to the forums. It was a clear mistake and I have the order numbers to support this. I'd even be fine with EA credit instead of a full refund because I intended to get the Xbox version as well. However, I do not know where to ask to speak with someone who has authority to rectify this.
