RTG QB Bug

I'm playing RTG as a QB.  Sometimes when I do a pass play, my QB gets stuck in what I assume is scrambling/running mode, where I get popups for "STIFF ARM" or "SPIN"  but I can't throw the ball.

Even if I let go of all the buttons and my QB resets himself into a passing stance, nada.  I have to run the ball. (But by this time it's a sack for minus 15 yards. Heh.)

I've reset my controller, turned off my mouse, closed Steam from the background...
