How can EA be this bad at math?

The season 2 upgradeable players need 164 skill points to max out to an 88 OVR. You get 12 from completing their objectives. The tokens in the store give 12 apiece in the exchange. 12 tokens is 144 skill points plus the 12 you can earn for free gives you 156 skill points. You need an additional token which then gives you an extra 4 skill points that can't be used. Why?

Why isn't EA able to just make it so the players need either 156 skill points or make it 168 skill points? This is simple math.
