I agree the splash is too effective, there isn't much point trying to move your units to safety the splash damage kills them anyway.
The time the Ion Cannon take to charge and fire is far too quick, compared to the Tiberium Missile which seems slow.
In terms of skill, at least Tiberium Missles take a bit of strategy in triggering the Area of Explosion(AoE) whereas the Ion cannon is a point and click kind of weapon with a large range (no skill or strategy required).
It does cost a fairly large amount of resources to fire(150 Tiberium), the only real way you can counter them is if you lock their resources out early in the game, as soon as that fails its pretty much game over.
Trying to retake pads against Commanders with Ion Cannons is very difficult if you do commit a lot of resources to the attack and you're successful all the Commander has to do is Ion Cannon that position which would eliminate the remaining units wiping them and you would have wasted your resources.
The Ion Cannon needs to be tweaked a little bit or relooked at.
Besides that overall, I'm enjoying the game.
