Scroll speed is too fast (C&C)

I know this is a common problem, but I've tried absolutely everything.

I tried downloading the unofficial First Decade patch (http://cnp.cncnz.com/tfd/#.Ua9Q7B-nmRh) but it won't install. IIRC First Decade was installed all at once, and this patch is probably looking for some kind of evidence of that installation. I'm not sure. Either way it won't install.

Enabling back buffer in either ccsetup.exe or the unofficial patch (which I also installed) doesn't do a **bleep** thing.

I even tried using CPU Grabber at 5 flippin' percent and it STILL scrolls too fast.

At this point I was sufficiently annoyed to just cheat my way through the **bleep** game. NO CHEATS EXIST. Ok...how about a trainer? I found one C&C Ultimate trainer, but you can only download it from a site you need to pay a go...shdarned fee to sign up.

I'm at my wit's end, here. I just want to make the game playable.

EDIT: I'm using Windows 7, 64-bit.
