advanced settings and administrator

Hi i'm currently trying to enable advanced (restricted access) mode and when I run the application as a administrator it still tells me it can't turn on advanced mode without being run as administrator. I have double checked and I am an administrator and I am right clicking and running as administrator to start the application but I still can't turn on advanced mode, any suggestions?
