Every time I turn on my computer and start the game, all of my progress (5-7 missions' worth) is GONE and all of my hotkeys and game settings are reset back to their defaults.
I have to then redo all of my hotkeys, and restart the GDI campaign from mission 1. I've had to play through the first 5-6 missions several times now and can never get further because the next time I come back to the game, all progress is mysteriously gone.
For whatever reason this does not effect my sound settings - they are all just as I originally set them up on Day 1, and my custom jukebox also saves just how I originally made it. It only seems to affect my mission progress, hotkeys, and other options (like legacy/modern toggles, profanity filter, etc.).

I have the same problem.
Played through whole CnC1 without problems though. All progress saved and bonus contents was unlocked properly.
Settings was kept on restarts.
But when I started with RA no progress saves, settings changes to default everytime I start the game again.
"Mission select" is empty as I haven't played at all, although I've done about 5-6 missions on allied.
Jukebox settings is kept during a restart though.

This solution helped for me.
It seems my cloud save was full for this game. I unchecked it in Steam and cleared some space.

Dunno if it's important, but I also removed the file "Player_RA_settings_1.bin" in my Steam folder.
It can be found in "...\Steam\userdata\271031\1213210\remote".
It will be recreated once the game launches again.
This helped with Red Alert, I've seen people having the same problem but with TD also.
I guess it works the opposit way then.
