For the latest point try to use driver settings. I think both AMD and Nvidia control panels have options to limit FPS for a specifc app. If you use an Intel integrated graphics well I don't think there is that kind of feature.
Yeah that's a reasonable solution to the FPS issue. I will try that and feedback. I should add that I did monitor CPU (9900k) and GPU (2080ti) temps after posting and CPU never went above 65 and GPU 66. So maybe it is not so bad for the GPU but it does seem strange to see such high frame rates these days.
