build options and certain area not working.

 i just recently started playing Yuri's revenge. in the first mission you had to build the naval yard. but i notice that the second row of the build option in either building, troops, vehicle or defense could not be selected. i tried to restarting but the issue again arise. also certain area can't be selected. i have to moved the screen so the target enemy or building are in different area of the screen. i tried the slow motion fix action and i'm guess this is a different problem. the other option works well and like they supposed to, so i know this isn't a resolution issue. one symptom i see is the mouse has a shadow when you can't select an area within the battle screen or battle option. any help would be appreciated.
