Try earlier compatibility modes; TS predates Windows XP by about three years. I know this problem occurs on C&C 1, and on that game Win95 compatibility mode fixes it. For TS, you might want to try Win95 or Win98.
No joy on that solution. The program would not start in W98 or W95. Ultimately got an error saying it has to run on XP. Any other suggestions?
