Cannot access options menu in certain games

No joy on that solution.  The program would not start in W98 or W95.  Ultimately got an error saying it has to run on XP.  Any other suggestions?

Wait, what? Tiberian Sun predates WinXP by 2 full years. Where did you get the game from?
