Can't play Command And Conquer RA2 in HD

I can't get C&C Red Alert 2 to play properly in HD (1920x1080) on Windows 10. The GUI is "off"; clicking on GUI elements has no effect.

Hey @Cyclone42 if you navigate to your install folder and open RA2.ini then you can easily set the video ScreenWidth and ScreenHeight attributes to the resolution you wish.

There is no RA2.ini
