C&C freezing at menu
Whenever I try to play any C&C game it will start up, go through the loading screen, but when it gets to the main menu it essentially freezes. I can hear the music still but it wont accept any butto...

The C&C games span a lot of time and many different game engines. I honestly can't believe you could possibly have the exact same issue with absolutely every one of them.
In other words... which games exactly are you talking about?
For the record, Command & Conquer 1, Red Alert 1 and Tiberian Sun have all been upgraded with community-created unofficial patches that fix a lot of their bugs and compatibility problems. You can find them here:

Its doing the same thing on red alert 2/Yuri, tiberian sun/firestorm, and renegade... I've literally tried everything including deleting caches, clean boot, compatibility, resolution, reinstalling... Nothing works.
On all games I can hear the music still but mouse input does nothing, I know it's not my mouse because, I can switch to sc2 and pretty much every other game and everything is fine.
