C&C Generals Zero Hour stuttering/lags

I am experiencing lags/stuttering in Skirmish mode. In the middle of the game fps drops below 5 and the game becomes unplayable. I primarily suspect on  

my graphic card since it is Pci and this game is pretty old and only supports Agp. There are 2 anomalies when i run EA Sys. info: it detects Windows NT and i have Win7 and it detects the graphic card, but not the graphic driver, but i have the latest driver for my AMD Radeon HD 4650. Any ideas?

P.S. I have already tried using CCleaner, Gamebooster, reinstalling Windows, running the game in other compatibilities.

    From the gamer's and game itself's point of view, the differences between the old AGP and the newer PCIe don't affect anything.  What can be a probem is when a game used OpenGL instead of DirectX, and rather few AMD / ATI Radeons have supported OpenGL after the X000 generation of cards (X700, X800, X850, etc).  Personally, I don't claim any familiarity with your particular old game, so I do not know with certainty that I have identified any vector for your symptoms.
