What I found helps if you have dual monitor and an AMD Card in Windows 11 is to do either
1) in the Radeon Software enable Virtual Super Resolution for both monitors.
OR
2) Don't put your monitors in extend mode, just have them in mirror mode.
Personally I prefer #1.
This fix worked for me on RedAlert 3 and 2
