How do you know it is not an issue with the graphics card? Red Alert 2 should work fine on newer windows versions (8/8.1).
There was some problem with nvidia cards where you ended up with a black screen.

You can skip the first 4minutes of the video, try to just switch your display to the built in graphics cards
