why don't make Command & Conquer Ultimate Collection on other language too?

Who are you asking? This is a support forum for players to help other players. This isn't an "ask EA random stuff" forum; hardly any EA people visit this place, and those who do are certainly not the ones who can make such management decisions.
Not to mention, the entire C&C team was fired when Generals 2 was cancelled. There's no C&C team left at EA, at all.
You could look around for translation patches. C&C1's unofficial patch contains English, German and French, and the project website has a number of language packs available. And I believe Red Alert 1 also has some translation packs floating around.
