For anyone finding this topic later and wondering what the solution is... if I remember correctly it's an option in the DVD's autorun.
I'm also fairly sure you can launch the same Control Center from the start menu shortcuts. If it's not there, you can also get it by making a shortcut of C&C3 which starts the game with the command line parameter "-ui".

@atoombom007 The Advanced Startup options indeed do the same thing. Do note, I believe the Origin launcher blocks a needless amount of these options. Use Bibber's Fixed Launchers to get around that.
As for the shortcut method, you need to put the -ui in the shortcut settings behind everything on the "Target" line, including the quotes. Here you see it showcased on RA3:

@NyergudsGreat suggestion! 🙂 After installing Bibber's Launch Fixer it did show the game setup screen, but no other language than English was available. Bit of a shame though, but at least I know it works. Thanks! 🙂
EDIT: After some further searching I came across the user Medstar from Moddb, who made several different language packs ready to download. I've installed the Dutch ones, for TW and KW, and they both work. However, as always, download at your own risk.
