So I went on the help site and looked through the forums, and both confirmed that older games can get code replacements for Origin - including some people on this very forum getting replacements.
This is false, actually. As I stated on various threads already, The First Decade doesn't exist as product on Origin.
Those few people got an Ultimate Collection code for owning The First Decade, but this is most likely just the whim of a couple of these tech support helpers, and given more recent reactions like your own, I'm fairly sure those tech support people have been told not to do that again.
Think about it. The first three games of The First Decade are freeware. This basically means that, just to get RA2 and Generals on Origin, they'd be giving you all of their newer C&C games completely for free. I really don't believe that can be standard policy with EA.
On the note of these freeware games, they are Command & Conquer 1, Red Alert 1 and Tiberian Sun. They have all been upgraded with community-created unofficial patches that fix a lot of their bugs and compatibility problems, too. You can find them here:

Just posting here since it's a top Google result.
If you're in doubt, always go the the source (EA Support). You don't lose anything by asking the people who are in the best position to help you, who have the most knowledge of internal policies over forumgoers.
I'm certainly thankful I have done so in the past.
