Enemy territory

I am trying to move closer to some unoccupied POI but can not do so because it says can not move into enemy territory, there are no players around for about 30 - 40 squares in the opposite direction to what im trying to move. Just wondering if this is a bug or do i have to destroy forgotten bases to get through or something?

    You may find that the territory has been previously occupied by others whom have had their base destroyed. This is one reason why the territory is blocked, for a while anyway.

    A little patience and all will available to you.
