Family Sharing not working on Steam Command & Conquer Red Alert™ 2 and Yuri’s Re

Hello! I recently purchased the COMMAND & CONQUER™ THE ULTIMATE COLLECTION on Steam (NOT an EA Play subscription) and for some reason a few of the games from the collection are not showing up on my relative's library through Family Sharing. The store pages for both the entire collection and games in it claim that Family Sharing is allowed and compatible and yet the only games from the collection that are being shared are Tiberium Twilight, Red Alert 3, Uprising and Kane's Wrath. The games NOT being shared are Red Alert 2 and Yuri's Revenge, Generals, Zero Hour and the original Red Alert. Please fix, thank you!!!
