fatal String Failed To Initialize Properly; Error Win 8.1

Brought the ultimate collection download code from amazon and downloaded RA2 from EA'S 'origin' client. Download went smoothly but when trying to launch the game i get ***fatal*** string failed to initialize properly error. Ive tried running as admin but no luck! really frustrating! Any ideas? im also running windows 8.1.

Tried to download the patch and it said 'the first decade 1.03 revision 4 has not totally installd beacuse of the following reason: Cannot install this program, a required file is missing'
Seems to be a problem every step! Thanks for your help though.
