Typically that means you need to run the game as administrator (so check game.exe and gamemd.exe) in compatibility settings is checked as "Run as administrator".
If still no luck with the above, @FunkyFr3shCnCNet made a patch to fix this exact issue. It's for Tiberian Sun but works for Red Alert 2 too - http://downloads.cncnet.org/Games/TiberianSun/TiberianSunDllFix.exe
