My alliance believe that other alliance's can read are Forum 's page.
Would like to now if when you click forum tab you get 2 tabs one is for world forums the other shows you alliance name.
Can any other alliance or person read info in the alliance tab?

Only your alliance can read the one with your name on it.
Other members in your alliance could copy/paste items from the forum into messages... but that takes more thought than simply forwarding a message.
Other alliances that you ally with can have a forum that BOTH of you can see. It will show to each of you with the other alliances name. This is for talk between alliances and they still retain their private one (as does your alliance).
