The most noticeable balance issue I've seen so far is the GDI sandstorm. In fact, I would go as far to say that it's already become the meta for GDI games. The fast attack speed means it can out-class any other vehicle up to a Titan. Throw in the lack of strong infantry counters for it, and the absence of air units at low level play and it quickly becomes clear that it needs a balance patch.
The other balance issue I've noted, and is also being discussed in another thread, is the fact that you can use units like the GDI pitbull to cheese the game. Since the pitbull can move while attacking and you can only ever have one unit on a tile, you can simply move it back and forwards on a capture point, ensuring the enemy has a difficult time taking the point or even destroying the pitbull in general (as the other enemy unit can't fire while chasing after the pitbull)

The sandstorm is only powerful early game when players are new. True it lacks infantry counters and moves much faster relative to the titan, but the titan is a far superior unit since the sandstorm is near obsolete by the time you can buy it. The titan anchors much better and can one-shot mid-tier vehicles. The sandstorm sees virtually no play in the higher ranks (i haven't seen a single player except myself field a sandstorm past gold, and I only do it for cheese). My recommendation would be to push the sandstorm up the levels a bit, so new players are not overwhelmed by it. Additionally, giving it better movement speed and allowing it to fire while moving would make it an excellent raider, instead of forcing it into an anchor role already dominated by the titan

The thing with the pit bull that you meantime is called tile blocking and its supposed to be able to do that. Now the first thing you mentioned yes that's an issue.

Also when the Pitbull attacks Harvester. When you try to attack it to defend your Harvester, the Pitbull can just circle around the Harvester dealing it damage while not being damaged by the unit(s) trying to protect it.

And the Rocketeer also work in a pinch
