Game crashes at launcher

The game will not start for me on steam.  The gui loads and I can select either Red Alert or C&C but the game crashes when I select either option.  I receive the following output in a crash window ...

    Got it!

    Try to stop Rivatuner & MSI Afterburner and game start.

Same here, so there should not an AMD/Intel/Nvidia problem ...
