Game crashes at launcher

The game will not start for me on steam.  The gui loads and I can select either Red Alert or C&C but the game crashes when I select either option. 

I receive the following output in a crash window

    Try to stop Rivatuner & MSI Afterburner and game start.

    Hi @silver-elie,

    Have you disabled any programs running similar to Rivatuner or MSI Afterburner?

    @EA_Cade hey man. Thanks for the reply. I have No clue what those are ? Sorry not too tech savvy. But getting there.

    I tried a clean boot, and it stopped steam and the game from launching altogether. I manually ran steam and ran the game. Steam would run, the game would show running then a window flickers and disappears and the status in steam would say "Play" all over again as if to launch the game all over again.

    2 - I stopped all processes, anyway this is a fresh computer and only steam and AVG are installed. I totally uninstalled the AVG virus thingy.
    Reset my PC to run normal (not in clean boot) there are absolutely no processes running (fresh PC)
    I updated:
    Net Framework 4.5.1
    Visual C++ Redistributable 2010
    DirectX
    Repair Tool
    also update VGA driver.

    now steam runs, the game runs (menu and animations) when i start a new game, i get the Red Alert window with the star turning in the bottom (loading sign) and this is where we stop. Keeps circling forever.

    yo, 

    here is the Dx Diag 

    i was able to get in touch with someone from EA Help. 

    He recommended uninstalling and reinstalling steam (did not work)

    He recommended connecting Origin to Steam - this i was not able to do. 

    he was talking about a pop up and stuff that did not happen at all. 

    62787754 - Case number (they closed it but that was never solved) 

    I downloaded Origin on my PC and tried launching from there --- did not work either.

    Hi @silver-elie,

    Thanks for that, have you already installed all available Windows updates?

    Can you also try uninstalling Origin completely and then running the game, that should force a different type of Origin to install, this has worked in previous cases with Steam and Origin not working together.

    @EA_Cade my windows is fully updated and .. all my drivers are updated.

    All up to date.

    I will remove Origin completely, since i installed it, it seems things are getting worse. now other games are crashing too.
