Generals Zero Hour black screen on startup

I am trying to play C&C Generals Zero Hour, but everytime I start it, it gets stuck on a black screen. My cursor remains visible, but I cannot switch screens or view anything else. I have to restart my computer to be able to see anything to try and fix it (can't even use Task Manager).

What is causing it and how can I fix it?
