Harvesters won't return to refinery to unload

Summarize your bug In Red Alert, Allied mission 9 harvesters will harvest ore, but when full up will not return to the refiner. It just sits there on the ore and does not return to the refinery.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Launch mission 9, and build a refinery. Send harvester to harvest ore.
What happens when the bug occurs? Harvester will not return ot refinery when full.
What do you expect to see? Harvester should return to refinery when full,

In Red Alert, Allied mission 9 harvesters will harvest ore, but when full up will not return to the refiner. It just sits there on the ore and does nothing,

Clicking on the ore truck, then the refinery does work, and the harvester will return and unload, but I must do this every single harvest.

Restarting the mission does not fix this issue,

restarting the game is ineffective.

Selling the refinery and building a new one is ineffective.

Building a second refinery just gives me two harvesters with the same bug. Both stop moving when full.
