they're making cheap units that don't need the income from a harvester to keep them going (starting with 100 tiberium they can already afford a rax and 2 scarabs, beyond that its the slow ticking up of tiberium that happens whether you have a harvester or not), and lacking the harvester gives them a higher unit cap than you effectively since harvesters slow unit production.
