Custom Maps should be uploaded to external site, it's quicker.
As far as I'm aware, the game only has 'Verified' Maps in the Uploaded Maps Section. Meaning, not every map is able to be uploaded. Note: I haven't seen an Upload Map button yet, so I don't know for sure.
I would recommend using the ModDB Website, as it's a site I use myself (have done for years). Note: Requires an Account to Upload. I provided a Link for you.
Uploading Maps to that Site requires the following:
The Map should be filed in a ZIP or RAR Format Folder
You will need a Cover Image for you Map*
*I recommend taking a Screenshot of the Map, though if you've used the Official Remastered Map Editor, you only need to convert the TGA file into PNG Format. If you don't have software to read a TGA File, then download Paint.Net (PaintDotNet) as that's a Free Software that I use myself (it's free and works just like Photoshop).

Via In-Game, I haven't seen any specific button to do it.
That's why I said what I suggested.
On previous titles (CnC3TW / RA3 / CnC4TT) are anything to go on, then you may need to host a Lobby with your Custom Map, then as people join your Lobby, the map would be transferred (Transfer hadn't used to happen until the match was launched). So maybe try that if you don't want to use External Sites. Please note, this may not work on this Version of the Game, that's why I didn't suggest it before.

And, the functionality to upload maps is not in the game itself, it is in the map editor.
I'm not sure how syncing with maps works though, but I assume that if you host a game with a custom map, it'll get synced to the other players?
Well i purchased steam version on top of origin version and my custom map is still not showing up although in work shop although i subbed. If you have origin version you will not be able to share custom multiplayer maps via workshop or ingame with friends or community.
- @DOCdukejason I did the same and got the steam version as well. I'm still not able to see my maps in work shop though. How did you accomplish that or are able to share with friends?
No trap, i think this issue is on ea or steams side.
