I actually had both issues.
Couldn't capture the orca, and couldn't create new ones.
@ElvenArcher Not sure what you mean. Why couldn't you capture it? What happened if you tried? I heard Engineers have issues entering buildings from certain angles, but just moving them to the bottom first should fix that.
Also, do make sure none of your units ever attack the Orca, because that will make it retaliate against you.
