Their description says "slow", but this is a mistake. They are actually almost as fast as lasers/missiles. When running across the whole map they will arrive only like 1 second later than the lasers/missiles. So their speed is "average". Still too slow in my opinion. Their speed allowed them to run to dying units faster and grab the extra cash.
Maybe the scavengers should be nerfed in a different way. Instead of changing their speed to make them look like a bulkier for of the missile squad, the scavenger should be actively attacking the unit before said unit dies. If the scavenger attacked the unit in the past 5 seconds, and then the unit dies, it counts as loot for the scavenger. Also units like cyber-wheel, militants and their GDI counterpart should not count for the loot. They only cost 10 tiberium, and if 2 or more scavengers salvage them, it becomes a loop-hole on the scavenger's ability. The returned investment should never reach past 100% of the unit that's scavenged.
