Hmm... I remember seeing this issue before... Could you try this, and see if it works?
-Find the game exe file
-Open its properties, and go to the Compatibility tab
-Check the compatibility box "Disable desktop composition"
OK I tried the following:

No change.
The game starts but then immediately minimizes. Clicking it in the TASKBAR tries to maximize it, but then it just minimizes again. (Windows 7 Ultimate / 64, ASUS motherboard, Intel i7 @ 4.00 GHz, 12 GB DDR3 RAM, SSD, NVIDIA GEFORCE GTX 770)
Maybe this has something to do with screen resolution. Is there an .INI file or other manual way to set the game's resolution?
Happens on ALL my C&C games from the 17-game pack I bought.
I'm actually having exactly the same issue. Please please answer this.
