You can't adjust the game speed during the campaign or challenge modes but you can do it in skirmish by adjusting the game speed slider in the skirmish menu.
Gentool adds some options to Generals, I'd recommend checking if game speed slider is one of them.
I wouldn't worry too much, once you get the hang of the game you wouldn't want it any slower.
