Do you have anything in this folder or the folder at all?

C:\Users\%username%\Documents\CnCRemastered

if not you have something blocking the game from writing the save games etc. to your documents folder. Typically it's if people have enabled malware protection, anti-virus or have onedrive setup in a way that interferes.
