It's not just the menus, at least not on my computer. The are other things missing, for example you can adjust the game speed under "options" but you can't see the bar that indicates the games speed (you're toggling something invisible). Everything on the options menu has that problem.

This issue doesn't exist for me, and by the look of it, I think I can see roughly what caused it for you.
Upon initial inspection, it appears to have not loaded the UI correctly. I've seen this happen before on Generals Zero Hour, and it was caused by the assets having been removed otherwise not loaded. In my case back then, it was a damaged asset, and a reinstall fixed it. The fact the Cash Ticker is still present means the asset wasn't loaded. In original CnC95, this would happen fairly commonly with Windows 10 systems and the game would simply fail to load all together. The fact the game loaded in this case is actually funny, as it appear the asset responsible for this hasn't loaded.
It should be said, I'm not an expert, so take all of that with a pinch of salt. However, I believe that it's Windows 10 that's actually the route of your problems here. If you can, try installing the game to a Windows 7 system, and see if it happens there, chances are, it won't.
A possible solution:
-Scan your computer for Viruses
-Update anything that is out-of-date (namely the Graphics Drivers)
-Run the game directly from your Directory and run as Admin
-Reinstall the game
-Clear the Origin Cache and check the Registry if you are able to (this may resolve anything that caused the installation to fail the first time, and it will force Origin to validate all of the game files, it should detect the problem by that point)
If that works, then great, but don't expect miracles out of me.
As I said, I'm not an expert, I'm just using what I've experienced previously.
I have tried this with no luck. I think the problem is deeper because in the main menu, for example, there are no sub windows in the sub menus and no check boxes in the graphics settings. Literally they are there and clickable but invisible
@GENERALZOOLThank you for your detailed post. I tried your suggestions except re-installing, which I'm doing right now. I also think it fails to load some assets. When I did a integrity check with Steam it stated that two files were unable to check and needed to be downloaded again. Let's hope that a complete new download en install will fix it.
EDIT: Delete, download and install (Steam) won't fix anything. Issues remain.
Same exact issue, 2 files keep failing to validate re-install didn't helpheard a full system clean boot might fix but reluctant to try as i don't trust my back-ups to be retrievable
Same problem here, no icon buttons, no sidebar, cant even switch sides & colour in skirmishes becouse this options is invisible.
Got steam version, validating game files says missing 2 filles, but i make 5x it and still 2files missing, dont know if that is causing problem, but reinstaling game on diffrent hdd dont solve this, my laptop is old but it mathes minimum req, game runs fine but missing sidebar and icon/buttons graphcs on all options in menus...
So according to someone who's game is running fine, the 2 files are unrelated to the problem as they have the same 2 files not validated

I am running on fresh install of Windows10, with 12GB RAM, SSD Hard Disk, and am getting the same issue. In addition to
1. Not being able to see the side bar
2. Not being able to control the properties in the Settings bar
3. I also have an issue with the pointer of the mouse being not aligned with the target -- in a sense I need to click about a cm to the right of the pointer if I want to select something the pointer is aligned with.
This is running on Steam, but am considering installing it on Origin to see if the issue is still there.
Please can some EA/C&C developers comment? Any potential solutions?

Running on Origin, the same exact issue, brand new desktop HP with Win10, 16gb RAM and all that jazz.
It is CLEARLY A BUG, Electronic Arts, please reply with the expected date for fix?

I found that it has something to do witch display card, some people disable displaycard and use on board card and it works fine, but play game witch way worse card its not good, and it is a BIG ISSUE, this BUG must be fixed
Something I've noticed in common with all of the posts relating to Graphics problems such as this one, is that they all effect Steam and Windows 10.
These issues I believe may be linked to Steam somehow. This issue hasn't been effecting Origin Users from what I can tell minus one exception (if I'm wrong, please say so, as I'm only working with current observations).
Effected users have the following common factors:
Operating System: Windows 10
Using Steam Client
High-End Resolution (above 1080p)
This isn't effecting everyone, so I'd be interested in finding other common factors. It may be possible that this is effecting specific Steam Store Servers, so please inform me what Store Front you're using. The High-End Resolution may or may not be linked.
Potential solution if the Resolution has caused this:
Try running the game in lower than 1080p (Mine is set to 1600x900), it might be that Widescreen Mode isn't supported properly due to damaged, incompatible or missing files. If you're having issues setting this to a lower setting, try looking for the Config File and change it manually (Filetype is usually '.INI' or '.CFG' or '.Config' should be easy to find though).
Please Note: I'm not an expert, I work on observations only, my potential solution may have no effect.
Yeah from what I've seen on the Steam board it is because of the display card.

I got it to work for me.
Its not a problem with the two files.
I disabled my old garphics card (Radeon HD 4850) and switched to using onborad graphics now (Intel HD 4600) and now its working.I had the 2 files error before and still now, when repairing, but game works.

This problem isint caused by Windows 7 or 10, maybe steam... i got steam version.
I tried diffrent resolutions, 1024:760 but this is not helped.
In my opinion game by some strange reason dont load files of in game sidebar graphics and button icons graphics in mainmenu options.
Maybe format of this graphics files is broken or its used some strange files that my system cant handle?

You're the only Windows 7 player who I've seen with this issue. Though the common solution I've been seeing (though it's not working for everyone), is to change active Graphics Card for the game. Though this won't help those using Laptops, so they are still screwed. If you're using a Laptop or otherwise can't change Graphics Card to On-Board Graphics, then try getting the Origin Version if you can.
Origin has the same issues for some people, myself included. Unsure what can be done.

Update: Turns out my graphics card was simply not good enough. Should have checked sooner. Have since used bootcamp on imac and game runs great.
Yes i got laptop, im 100% old school gamer, i loved classic C&C games, it is 100% oldschool rts games they are great!

C&C remastered is 100% old school game, but i need new pc or laptop for this?
Star craft remastered got better remastered graphics & i run it on stable 60fps no problem, but i prefer c&c.

I use origin and have the same problem. Win 10, 1920 x 1080 nvidia gt-555.
I have a laptop, the solution doesn't work for me either, and it's not just Radeon HD 4850 that isn't compliant. At least now I can stop beating my head against various false solutions. Hopefully there will be an update that fixes this.
same problem. on both systems testet. laptop and pc. the game is playable but there is no sidebar and if you go to the otions there are no symbols to klick on.

So, it seems that only people with older graphics cards have this problem; I checked the minimum system requirements for C&C remastered, and I'm going to assume your CPUs are up to snuff; for I don't think the game would even start, so let's look at the minimum graphics card requirements:
AMD Radeon HD 5570
Nvidia GT 420.
So, let's go with the Nvidia first, the GT 420 has an amount of video memory that 2GB. Looking around for a GT 550, I find one mention where it says the card has a MAXIMUM amount of video memory of 1536MB, or 1.5 GB; aka 0.5 GB less than the card mentioned in the minimum requirements. Which rather fits, because it very much sounds like your cards straight up don't have enough memory to load all the sprites and textures; and so won't display the stuff that gets loaded in last and thus can't be loaded because not enough memory.
As for the Radeon user, you mentioned HD 4850; I'm not familiar with AMDs naming conventions, but usually, a higher number means a newer card, and usually a more powerful car (but not necessarily a more powerful card, depending on what range in the series your card is). So at first glance it seems your Radeon card also doesn't meet the minimum system requirements, and it seems it's also the video memory issue. Check the the amount of video memory on your card vs. the minimum requirement HD 5570 memory and see if yours has less; probably both brands require the same amount of minimum memory, namely 2Gb.
This would also explain why onboard memory will run the game; because from what I gathered most onboard graphics solutions don't have their own video memory, they use system memory for video memory, and if your system memory is big enough to accommodate C&C's program memory requirements and has enough left over to give the onboard system 2GB of video memory, the onboard solution might indeed manage C&C remastered, while your separate graphics cards don't.
If I'm right about this, it's not the developers fault, nor a bug, your graphics cards simply don't meet the stated minimum system requirements.
I have this same problem, but if I explicitly disable the 3D rendering when running it on a virtual machine then the graphics work fine — its just that as soon as you have more than 5 guys on the screen your PC dies.
IT‘s definitely graphics card related, and it may really just be insufficient specs — but if that were the only reason shouldn‘t the „old“ version (without the HD rendering of the new version, ie Spacebar off) be playable with hundreds of units on the field?
Ok, so i need to refaund this game... but why They make game from 95r, make so much memory need? Star Craft remastered got beter graphics and works fine witch 60fps, why game witch worse graphics need more memory? Maybe you are right and game need more memory for... sidebar nad tool bars -_- but how main menu isint Full loaded with graphics on single buttons... im sure that can be fixed, becouse this is not wither3 with ultra graphic, its old 95r game, so it cant be card memory issue this is 2d... but if it so, them i wait for console port ( got ps4 ) and need to refund it, i dont buy new laptop for one game.
