Me too.  Have experienced it every time it gets to the Laser mission.  Trouble occurs during an incoming particle beam strike and always when the AI tries to play a voice clip during the particle beam strike.   I have experienced this on two different PCs with different hardware and different versions of Windows 10.  On my older machine, I could sometimes get around the issue by saving just before the inbound particle beam strike and then reloading the game and repositioning the screen view but that doesn't work at all on my new machine.  Regardless of which General I am playing as, when I get to the Laser mission (which is mission #2 for the Toxin General), I am halted by this bug.
