That's because it's not really a bug. Well, it's a bug that it happens to you, certainly, but the original mechanism was there for anti-piracy reasons. Basically, it's something that happened if you tried running the game after copying the whole installed game to a new PC. Unfortunately, Origin's full hard disk install is basically exactly that, and it seems they cut some corners in what they did and didn't set up for the game, which causes this to happen occasionally.
Generally, this is fixed by finding the game executable and making sure it runs in Administrator mode, in Windows XP Service Pack 3 compatibility mode, but I've heard some people here had to actually reinstall it a few times before it all worked right.
