If I understand correctly how this game works, then it really is pretty weird. Imagine a Venom standing on a certain hex field, not moving. Then an infantry unit comes along and moves all the time. It moves in one line, crossing the map beneath the Venom. Then, if I understand correctly, the Venom would be able to shoot at the infantry unit when it is 1 hex field away, but not at the moment when the infantry is directly below it. The question also is, what if the unit which is moving is not exactly 1 or 0 fields away, but something in-between?

There are some really weird design choices in this game. Perhaps they would make sense if you knew why they were made. But since these things are never told to us unless by chance, stuff seems often weird.

Um, no the venom can still shoot the infantry if its directly below it. I still have to test these, I'll do so after I have gone out of town for like 2 days. I tested features between GDI and Nod and saw which units win against their counterparts. The 3 basic infantry (militants, laser squad, flame troopers and their GDI counterparts) always ends in a tie if neither gets a millisecond worth of defenders advantage. GDI vehicles win, excluding the predator to the tick tank unless the tick tank can't burrow (a pit-bull and an attack bike can end in a tie if the pit-bull was shot once with a laser squad and the attack bike has the defender's advantage). Nod tech wins, maybe because of higher health or DPS (excluding Juggernaut vs artillery).
