If you've reached the maximum number of downloads, you might want to try deauthorising and renewing again. There's a tool to do this here: http://activate.ea.com/deauthorize/

If this doesn't work, it may be a code issue, and unfortunately we can't do anything to help with them through AHQ. Please contact support, they'll be able to investigate and sort out it out.
