This error is related to the lack of admin rights (or maybe even a security program is blocking the access), the game fails to register blowfish.dll and it is therfore unable to read the .mix data files. Make sure you run it as admin and allow it in your security programs, tiberian sun has the same "problem" and i made a tool that sets the needed registry key, if you cannot figure it out then give my tool a try if you want http://downloads.cncnet.org/Games/TiberianSun/TiberianSunDllFix.exe
