In compability mode check the "Windows 98/me" settings. that usually fixes all errors.
I have a different kind of probleem tho: My game doesn't show videos at all. it's like that option is turned off

This actually works, Right click your game and click properties, then click compatibility, choose Run Windows 98/Me and reduce color to 16bit. it works for me it should do to you if you are getting an error saying unable to set video mode. tnx
I've tried this and every other fix but nothing is working. RA2, Yuris Revenge, General and Zero Hour are all not working Wish i never bought the "ultimate" collection.
I recently purchased the Ultimate Collection and having this problem on windows 10 too!
I got it working by downloading cnc-draw here https://github.com/CnCNet/cnc-ddraw/releases/tag/1.4.0.0and go to the directory where RedAlert was installed and it turns out aside from game.exe and gamemd.exe, the force compatibility is set on RA2.exe, YURI.exe and RA2MD.exe
you need to disable all compatibility. Enjoy!
