The graphics system patch DDWrapper is known to solve these issues for many people.
Download the zip file and extract "ddraw.dll" and "aqrit.cfg" into your game folder. Then, open the configuration file "aqrit.cfg" in Notepad, change the "ForceDirectDrawEmulation" option to 1, save the file, and start the game.
What resolution do you want to run the game in, though? Lower or higher? Because, 800x600 is more or less the standard for RA2 I think (and, as far as I know, the minimum resolution in Yuri's Revenge, which has higher resolution cutscenes).
