I'm not sure which sticky advises deleting any DLL file, but the main sticky for RA2/YR problems would be the "running older games on Win8" one, which also seems to apply to Win7 in multiple cases.

There are a few things you can do to help RA2 to run better:

• Make sure to disable Origin In Game overlay in the Origin settings for the game
• Tweaking certain compatibility modes can help a lot
• Install Bibber's fixed game launchers
• Some people have reported this tutorial fixing issues with the menus not appearing
• This is another excellent video tutorial. I strongly advice watching this one; it cover a very wide array of problems in the game's settings, the user rights, and even Windows system settings that may cause problems.
