Master rank: level 13 cap ==> because of definition of challenge battle (enemy average level must be within 1.5 levels of cap): enemy in master rank must be on average level 11.5 or above. He is at exactly 11.142857142857142857142857142857. Close, but not quite. Not all criteria are met for challenge battle ==> no challenge battle triggers.

And no, training does not add to the levels.

I've kept answer short. Please don't make me find and link the definition of challenge battles. It is burried here in the forum somewhere and I don't intend to search for them for a fifth time...
