Yeah well, I can't say that I am too happy with the current implementation. There are even more inconsistencies:
When you control an air unit, you can let it fly over a (hostile) ground unit just fine. However, when you control a ground unit, then you cannot move past an (hostile) air unit underneath it. This does not make good sense: If the one is possible, the other should be possible as well, since physically it's the same thing.
Or to put it in other words:
If a ground unit cannot block a (flying) air unit, then an air unit should not be able to block a (moving) ground unit either. They are moving at totally different heights above ground, so where should the blocking come from?
I do feel that these logical inconsistences are taking away from the fun in this game. But maybe that's just me.
