If you still got the old computer, and it's still installed there, you can get the serial out of the registry using regedit. It's under
HKEY_LOCAL_ MACHINE/SOFTWARE/Electronic Arts/EA Games/Red Alert 2/ergc/
Same issue. Went from Windows XP to 8.1 and no longer have the box. In regedit, my Red Alert folder was under Westwood but it didn't have anything labeled /ergc. I went with the only 22 digit number I could see in that folder but the new installation wouldn't accept it (I also had a different product key # from an old regedit file from my last computer update (Windows ME to XP), but that # didn't work either).
Any other thoughts? The discs are original. The game is still installed on the XP computer.

I think the "Red Alert" registry item you find under "Westwood" is probably from Red Alert 1.
Good thought. I went back and checked but it's definitely Red Alert 2 (the folder is "Red Alert 2" and the install path even shows ra2.exe). There are also both Electronic Arts and EA Games folders but they lead to other games.
I've double and triple checked the product key under regedit and I've tried installing with both discs, just in case. Still no luck. Is there any other way to install the game (other than guessing the product key) or have I fought my last battle? :>)
Well, if it's not for online play, you could just get a keygen. But be careful when looking for those things; they are often accompanied by viruses, and found on virus-riddled sites.
